The Academy is jointly planned by the SCO TEMP, the Chongqing Committee of the Communist Youth League, and the Working Group of the Chongqing Municipal Commission of Education, with support from the Foreign Affairs Office of the Chongqing Municipal People’s Government. It is led and guided throughout by the SCO TEMP, and jointly developed and operated by the Chongqing Children’s Palace and Fuxin Technology (Chongqing) Co., Ltd.
According to Hu Kaiqiang, Director-General of the SCO TEMP and President of the Academy, the Academy will provide academic programs, sci-tech innovation, talent development, vocational training, and traditional cultural exchange for the Shanghai Cooperation Organization and countries involved in the Belt and Road Initiative. It aims to establish a cross-cultural exchange platform for youth from different countries, helping them gain a deeper understanding of the excellent cultures of SCO countries, enhance cultural confidence and identity, develop a global perspective, and strengthen their capacity for innovation and intercultural communication—developing young talent to contribute to a community with a shared future for mankind.
As planned, the Academy adopts a full-time teaching model based on the American high school curriculum and Advanced Placement (AP) framework. It incorporates project-based learning, interdisciplinary integrated courses, and other diverse approaches. A joint Chinese-international faculty team will be in place, with over 90% of specialized courses taught by certified international teachers. The Academy will offer multiple pathways to higher education to meet students’ diverse growth needs and international academic goals.
The curriculum follows a “2+3” dual-enrollment model, allowing students to retain their Chinese high school registration while simultaneously enrolling in accredited U.S. high school programs. Core courses include language arts, mathematics, science, and social studies, with a range of electives available. An ESL-centered English development system is in place, with leveled reading courses based on student proficiency. The Academy also offers cutting-edge STEM courses focused on trending disciplines, using research, thematic study, and interdisciplinary innovation to cultivate critical thinking, cross-cultural communication, self-driven learning, and information literacy. Furthermore, the Academy connects with various international institutions through facilitation of admission channels and provides access to more than 80 global competitions, aligned with mainstream pathways to international higher education.
“The establishment of the Academy is not only a pragmatic move to internationalize Chongqing’s education but also a model for deepening multi-level cultural cooperation with SCO countries,” said Hu Kaiqiang. He added that efforts will continue to integrate global educational resources and improve the international teaching and admission system—helping build Chongqing into a globally influential education hub and providing strong support for regional talent internationalization and high-quality national education development.
