Press Conference: Chongqing’s Measures to Become a Hub of the Private Sector

At the Conference on Promoting High-Quality Development of the Private Sector in Chongqing, government officials said private enterprises should be encouraged to play a major role in developing the “3+3+6+18” System of Modern Manufacturing Clusters. What specific policies and measures in this regard?

On February 28, the Information Office of the Chongqing Municipal People’s Government held a press conference on Chongqing’s Measures to Become a Hub of the Private Sector. Wu Tao, Member of the Leading Party Members Group and Deputy Director-General of Chongqing Municipal Commission of Economy and Information Technology, attended and answered questions.

Wu Tao stated that in 2024, private industrial enterprises above designated size accounted for 87.4% of the total number, 57.7% of industrial added value, 64.8% of industrial profits, and 69.5% of employment among all industrial enterprises above designated size in Chongqing. Given this, private enterprises are indispensable in developing the “3+3+6+18” System of Modern Manufacturing Clusters and enjoy broad prospects and great potential. Moving forward, the Chongqing Municipal Commission of Economy and Information Technology will focus on three key areas.

Providing High-quality Services for Enterprises. Acting on the instructions of the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government, we will refine and implement the “Three Services” mechanism regularly. Efforts will be concentrated on supporting enterprises in upgrading, being cloud-based, going public, and reducing factor costs, logistics costs, and financial costs. Chongqing will further improve the “Commissioner System for Serving Enterprises”, interactively optimize the comprehensive service scenario of the “Enterprise Service via Code”, and fully utilize functions such as “Policy Implementation via Code”, “Direct Processing via Code”, “Sci-Tech Services via Code”, and “Direct Recruitment via Code”. These efforts will facilitate efficient support services for businesses with seamless connection, effective collaboration, high-quality processing, and broad satisfaction, boosting private enterprises’ confidence in integrating into the “3+3+6+18” System of Modern Manufacturing Clusters and enhancing their sense of fulfillment.
